General Information
The laws related to concealed handgun permit training requirements changed as of July 1, 2025. On this date, new applications must be accompanied by evidence of competence with a firearm through an original training certificate from a certified instructor dated within one year of application. Additional information can be found at C.R.S. 18-12-203(1)(h).
Renewal applicants will be required to submit proof that they’ve completed a handgun refresher class taught by a certified instructor within 6 months prior to submission.
Out-of-state training certificates will NOT be accepted.

- For a NEW CHP, you will be asked to schedule fingerprint appointment. Your application is not complete until your fingerprints are submitted.
- If you are applying for a CHP RENEWAL, you may not apply until 120 days prior to the expiration date shown on your current CHP. There is no appointment needed.
- LATE RENEWAL applications will be accepted up to 6 months after the expiration date shown on the current CHP. If your permit is more than 6 months expired then you must submit a new application, to include a valid training certificate less than 1 years old.
- Pursuant to C.R.S. 18-12-206, new and renewal applications will be completed within 90 days from the date of submittal.
- If your CHP is lost, stolen or destroyed, you must contact the agency where the permit was issued within 3 business days.
Be prepared! For new and renewal applications, have a photo of yourself ready as it is required for the permit card. The photograph must meet the following requirements:
- Color photograph of the applicant’s full face and head, including hair and facial features
- Use a plain colored or neutral background
- Does not contain hats, glasses, earbuds, or other objects
- Recent photo taken within the thirty days immediately preceding submittal of the permit application

Completing the Application
The application packet is to be read thoroughly, and the application completed in full. The application must be submitted to the Sheriff of the County in which the applicant resides. The applicant can also apply through the Sheriff of the County where a second home is maintained or where property is owned or rented for a business, as long as the applicant maintains a valid Colorado driver’s license or state ID.
Requirements
The applicant must meet the following criteria:
- Is a legal resident of El Paso County. Members of the Armed Forces with permanent change of station (PCS) orders to a military installation in Colorado, as well as members of the person’s immediate family listed on the PCS orders, shall be deemed to be legal residents of El Paso County.
- Is twenty-one years of age or older.
- Is not ineligible to possess a firearm pursuant to section C.R.S. 18-12-108 or Federal Law.
- Has not been convicted of perjury under section C.R.S. 18-8-503, in relation to information provided or deliberately omitted on a permit application.
- Does not chronically and habitually use alcoholic beverages to the extent that the applicant’s normal faculties are impaired.
- Is not an unlawful user of or addicted to a controlled substance as defined in section C.R.S. 18- 18-102(5). Whether an applicant is an unlawful user of or addicted to a controlled substance shall be determined as provided in Federal Law and Regulations.
- Federal Law 18 USC 922(g) (3) prohibits any person who is an unlawful user of, or addicted to, any controlled substance from shipping, transporting, receiving, or possessing firearms or ammunition. Marijuana is listed in the Controlled Substances Act as a Schedule I controlled substance, and there are no exceptions in Federal Law for marijuana purportedly used for medicinal purposes, even if such use is sanctioned by State Law. Further, Federal Law 18 USC 922(d) (3) makes it unlawful for any person to sell or otherwise dispose of any firearm or ammunition to any person knowing or having reasonable cause to believe that such person is an unlawful user of, or addicted to, a controlled substance.
TRAINING REQUIREMENTS
The applicant must demonstrate competence with a handgun by submitting the following:
- Evidence of experience with a firearm through participation in organized shooting competitions, current military service, or current certification as a peace officer pursuant to article 2.5 of title 16.
- Evidence that, at the time the application is submitted, the applicant is a certified instructor.
- Proof of honorable discharge from a branch of the United States Armed Forces within the three years preceding submittal of the application. A DD214 within three years is only valid for the initial application of a permit and cannot be used for a renewal application.
- Proof of honorable discharge from a branch of the United States Armed Forces that reflects pistol qualifications obtained within the ten years preceding submittal of the application.
- A certificate showing retirement from a Colorado Law Enforcement Agency that reflects pistol qualifications obtained within the ten years preceding submittal of the application.
- A certificate from a “handgun training class.” Online training classes do not qualify.
- New Applications: A certificate from a concealed handgun training class taught by an instructor verified by a Colorado Sheriff’s Office obtained within one-year preceding submittal of the application.
- Renewal Applications: A certificate from a concealed handgun refresher class taught by an instructor verified by a Colorado Sheriff’s Office obtained withing 6 months prior to submitting the renewal application.
- Certificates Must Contain: The applicant’s name, course name, date of the course and the instructor’s printed name, original signature, and certified instructor information, including county of verification. The certificate cannot have a nickname. The name must match your ID.
